In the Catholic Liturgy of the Hours, the whole day's prayer begins with an invitatory: the verse Lord, open my lips, followed by Psalm 95. The General Instruction (nos. 34 and 35) allows Psalm 100, Psalm 67 or Psalm 24 in its place. Lord, open my lips is Psalm 51:15. Psalm 95 begins, Oh come, let's sing to the LORD.
No. The line comes from Lamentations 3:22 and 3:23, not from the Psalms. In the World English Bible it says that because of the LORD's loving kindnesses we are not consumed, and that they are new every morning. The nearest lines in the Psalms are 90:14 and 143:8, which both ask for God's loving kindness in the morning, and 92:2, which proclaims it.
Psalm 5 is the most direct, since verse 3 names the morning twice and lays requests before God. Psalm 143:8 works well as a single verse, and Psalm 3:5 describes waking up.
Psalm 30:5: weeping may stay for the night, but joy comes in the morning. The King James Version reads weeping may endure for a night, but joy cometh in the morning.
It is not in the Psalms. The line is Lamentations 3:23. Psalm 90:14 and Psalm 143:8 are the nearest psalm verses about God's loving kindness in the morning.
In the Catholic Liturgy of the Hours the day opens with Psalm 51:15 and Psalm 95, or Psalm 100, 67 or 24 in its place, according to the General Instruction, nos. 34 and 35. Morning Prayer itself then has a morning psalm, an Old Testament canticle and a psalm of praise (no. 43).
